As per a conversation with Clive, when I find documents related to the Hong Kong – Zhuhai – Macau bridge, I’ll post the relevant links here.

In January 2003, D of Hy included an item under Subhead 6100TX “Highway works, studies and investigations for items in Category D of the Public Works Programme” to fund HKSAR’s share of the cost for the ICT to conduct a study entitled “Transport Linkage between Hong Kong and Pearl River West” at an estimated cost of $800,000 in MOD prices. The ICT completed the study in July 2003.20.
In March 2004, we included an item under Subhead 6100TX at an estimated cost of $11.0 million at MOD prices to fund HKSAR’s share of the cost for the HPDI to conduct the feasibility study for the HZMB. In April 2005, we increased the APE of this item by $900,000 to $11.9 million in MOD prices to provide fund for HKSAR’s share of the cost for the HPDI to carry out some additional topical studies for the feasibility study.As a note the ICT is the Institute of Comprehensive Transportation, which is a mainland government organisation under the National Development and Reform Commission.
Haven’t checked yet on who the HPDI is.

24 June 2005 at 6:35 am #7754AnonymousETWB Press Release Friday, August 29, 2003 The NDRC and the HKSAR Government commissioned the Institute of Comprehensive Transportation in January 2003 to conduct a study on the transport linkage between Hong Kong and Pearl River West. The 4th Meeting of the Mainland/Hong Kong Conference on the Co-ordination of Major Infrastructure Projects held on July 31 agreed on the need and urgency of the Bridge. The State Council subsequently agreed on August 4 that the governments of Guangdong, Hong Kong and Macau should set up a Hong Kong-Zhuhai-Macau Bridge Advance Work Co-ordination Group with Hong Kong as the convenor and press ahead with the advance work for the construction of the Bridge. Members of the Co-ordination Group include: – Representatives of the Guangdong Provincial Government
Chen Shanru, Director of the Development and Planning Commission of Guangdong Province Zhang Yuanyi, Director of Department of Communications of Guangdong Province Xian Wen, Executive Vice-mayor of Zhuhai Representatives of the HKSAR Government
